Is it possible to be able to see deleted images (posted by others)? Like a opt-in/opt-out feature.

Some of the more creative ideas naturally tend to have small hard to see infractions that could fail quality control
I prefer to see them a bit more than generic ideas. Adds more variety and gives a chance for others to help peer review on the site.

I appreciate the attempt at quality control, but a opt-in/opt-out hiding for (members only?) approach would mutually improve and foster the creative experience from the user's perspective.

No, you cannot view deleted images, and there won't be any code changes apart from copying updates from e621. If you want to suggest new code, you'll need to submit developer job application and need to create it yourself https://e6ai.net/forum_topics/38.
