I always understood it in the sense of sexual stimulation of genitals, no matter whether self or other or via inanimate object.

Therefore in my opinion a handjob, oral, clit play, prostate play, fingering are all a form of masturbation, just like sexual intercourse is an umbrella term for many different activities
