Right now, the related tag suggestion chooses 25 tags, pulls the related tags for them, and presents the related tags in 25 lists, repeating a lot of space.

If we're limited to 25 tags by needing to keep the API from getting overwhelmed, that's fine; but could the related tags be deduplicated and put into one single list?
