1. remove implication coral_reef (36) -> coral (59)
Normally a general tag should never imply a specie tag, but in this case you can't have a coral_reef without coral.

2. create implication coral_reef (36) -> ambient_coral (7)
A coral_reef might be a focus element with which the character interact, which would force a post to be misstagged with ambient_coral. Also the wiki state that coral should not be tagged along ambient_coral if coral is not a focus point — which means this implication can't exist if we don't
accept the un-implication in #1

The implication prevents you from using ambient_coral correctly if there's a coral_reef, since it will also force coral to be added.

The ambient_coral wiki reads

Unless a non-ambient coral is also depicted

You can add coral along with ambient_coral if there's also a non-ambient coral.

If you have a whole coral_reef in your image, you won't have a character interacting with all the coral, so it's safe to assume ambient_coral. Otherwise it's probably not a coral_reef in the first place.

I'm fine with only removing the implication to coral and not adding one to ambient_coral.

Yeah, let's just remove the implication.

There's a re not a lot of good example of coral reef that would not imply ambient_coral, they are almost exclusively used as background elements for images set underwater in the ocean.
However I can think of some use case.
