Reason: Was surprised to see that belly_button wasn't aliased to navel here, so I grabbed these active aliases from e621.

Should belly_button alias to navel, I always thought it was just the hole.

Both words mean the same thing as far as I know. Along with the wiki definition on e6*, there's the wikipedia article saying:

The navel (clinically known as the umbilicus; pl.: umbilici or umbilicuses; also known as the belly button) is a protruding, flat, or hollowed area on the abdomen at the attachment site of the umbilical cord.

There are different ways of portraying a navel/belly button, but "belly button" for sure just means navel at minimum. The "hole" is just one portrayal of it.
