There actually is a place very similar to this. They showed a watered down version of it on vice. Some equines will seek certain people out, emote sounds, corner, or turn their hind quarters to their interest and "p-wink" when they want "attention" as it were a four legged mate. It's not in the town streets but off in the cut, the entire town is fine with it and many donkeys roam free. People talked freely about it on camera.
Just a normal day to them. Us humans, due to our own hangups tended to shy away from researching animal copulation as not just instinct but recreational. We know know for certain, many mammals stimulate to an orgasm and have sex for fun the same as humans. Heck on a side note some animals even know where to find natural drugs to get high.
