Waiting for his trainer to come back from a store. I think he noticed you looking... not that he isn't used to that. And yes, he's always wearing "that", it's a gift from his trainer and he really doesn't wanna take it off.
I just liked the idea of a Pokemon being always out with its trainer, but more "realistic". On some males you just would see everything, not that they could hide it. Or want to. Why should they care, they're always like this. c:
