The logic of this punishment is something along the lines of "Oh, so you like acting indecent in public? Well then, we will oblige you! Let's see if you still like acting indecent after this". The intent is that since the event will be so traumatizing, the criminal will not act indecent anymore. Plus, would-be rapists get a chance to empty their balls legally, meaning actually decent citizens have a lessened risk of becoming victims of rapists.
