Would this classify as a Kobold or is it a dragon?

If I were to guess I would lean towards kobold, since they're depicted as small humanoid reptilians more related to lizardfolk. Dragons at least in western mythology are big quadruped reptilian feral beasts with wings (wyverns being biped with wings).

Though there are earth/wingless dragons, and some (not all) can shapeshift, so ultimately depends on the author. But dragons as a standard are feral, not anthro.

I would say it's a kobold based on size and lack of wings. There can be plenty of anthro dragon's too, such as dragonborn.

Yeah, for tagging purposes as long as she looks the part she could be tagged as such. Just wanted to clarify that a dragon by definition is not humanoid, and dragonborn are exactly that, dragonborn. They're directly related to dragons (unlike kobolds) but are not the same.
