Not sure why someone keeps changing the rating to explicit on this. This is very much rated questionable by all definitions. It's more safe than explicit if anything.

Because the genitals are too visible through the underwear. It's not just the labia that are noticeable here, but more. This is explicit 100%. And by blocking the rating, you are only breaking the rules.

Here's an explanation for the "camel toe" tag from E621.
"When a character's pussy is not directly visible but it's outline can be seen through clothing. This is usually due to the clothes being very tight, but it may also apply if the pussy is large enough (eg. hyper pussy). The resultant bulge is similar in shape to a camel's foot, hence the derivation of the term.

Deep camel toes are rated Explicit, while shallow ones are Questionable.
Very faint near-unnoticeable camel toe can be rated Safe when applicable.
