The official statement from the Royal Palace was that what spectators from across Equestria thought was Princess Celestia performing a cheer routine was in fact Queen Chrysalis trying to smear the impeccable characters of her Highness.
This doesn’t explain why the Princess was absent from her luxury box during the incident, before which she’d enjoyed both the races and a substantial amount of Sweet Apple Acres cider. Or why Princess Luna had shouted “COVER THINE SHAME, SISTER!” in the Royal Canterlot voice.
