When it comes to AI, people are trying their best to make sure the AI understands the subject matter. Little imperfections are often a big deal, and are glaringly obvious when they are done wrong. The more iconic the character, the bigger of a deal it is.
But here's the thing about Lucario art.
Nobody is drawing Lucario accurately to it's design anyway. So when AIs hallucinate features that aren't supposed to be there, I think it's a lot less noticeable because people have been hallucinating features on Lucario for years.
For that reason I advise a negitive prompt that includes basically any canine features, claws, etc in addition to the wonderful "Lucario Lora" LoRA on CivitAI. I'd include a prompt, but it wouldn't do you any good: this has a bunch of renamed loras, variation seeds, probally an img-to-img, a rescale, and a manual edit to fix a strange artifact that was on the top of the head.
