The tag alias #59437 leaning_on_fence -> leaning_on_railing has been approved.
Reason: Neither of those have a specified definition on e621, and they're used pretty much interchangeably. I think aliasing it into railing would be more effective (they're pretty much the same structure type), since not every railing is a fence, but every fence is a railing
