Used when a character, typically a dragon, is exhaling ice. Similar to how some characters breathe fire, but cold energy instead. This may appear as a misty white energy, or as actual ice crystals, or some similar form. This may be hard to distinguish from a character breathing an intense white or blue flame, so other cues may be taken, such as white or blue scales to indicate what element a character is breathing.
